At the foot of Dhauli Hill lies the famous 3rd century BC Ashokan Rock Inscription, where Special Kalinga Edicts I & II are carved in ancient Brahmi script, declaring all subjects as his children ('Sarve Manuse Paja Mama').

The rock is topped by a finely carved monolithic elephant emergent from living rock, symbolizing Gautama Buddha entering Queen Maya's womb as a white elephant.
